Flood Risk Property Mortgages for Over 55s

At Rockhopper Later Life Finance we help customers aged 55 and over arrange mortgages on properties in flood risk areas. The UK has a substantial housing stock in areas affected by river flooding, coastal flooding, surface water flooding, or combinations of these. Mortgage lender appetite varies considerably depending on the risk level, the insurance position, and any flood mitigation measures in place.

We work with customers whose property is:

  • In Environment Agency Flood Zone 2 (medium risk) with some lender caution
  • In Environment Agency Flood Zone 3 (high risk) where the lender pool is narrower
  • Eligible for Flood Re buildings insurance (typically pre-2009 properties)
  • Not eligible for Flood Re and requiring specialist insurance
  • In an area with a recent history of actual flooding rather than just risk designation
  • Subject to coastal erosion risk as well as flooding
  • Holding flood defences on or near the property that affect the risk assessment

Living in a flood risk area is often a trade-off people have consciously made for good reasons: a riverside location, a coastal view, an established community. The mortgage considerations do not change the underlying reasons you chose the home, but they do narrow the options. Specialist advice helps find the lenders who take a pragmatic view.

Flood risk assessment by lenders uses the Environment Agency’s flood zones and commercial data sources. Flood Zone 1 is low risk and treated as standard by most lenders. Flood Zone 2 is medium risk and treated more cautiously, with some lenders applying additional checks but most still lending. Flood Zone 3 is high risk and the lender pool narrows considerably, though specialist lenders remain available. Zones 3a and 3b are sub-categories with progressively higher risk.

Insurance availability is the critical factor. Buildings insurance is a condition of mortgage lending, and without affordable insurance, mortgage lending is difficult regardless of lender appetite for the property itself. Flood Re is a government and insurance industry scheme that provides a route for high flood risk properties to access buildings insurance at affordable premiums. Flood Re applies to properties built before 2009 and has specific eligibility rules. Properties that qualify for Flood Re typically have a broader mortgage lender pool than those that do not.

Recent flood history affects lender appetite distinctly from flood risk designation. A property in a flood zone that has never actually flooded may be acceptable to more lenders than a property in a technically lower-risk zone that has flooded recently. Where the property has actual flood history, the insurance and mortgage conversation will often require evidence of the extent of the flooding, what repairs were done, and any mitigation measures installed since.

Flood mitigation measures include raised floor levels, flood barriers, non-return valves on drainage, and property-level resilience works. Properties that have had significant mitigation installed, particularly under a recognised scheme such as Property Flood Resilience, are typically viewed more favourably than otherwise identical properties without mitigation.

For specific environmental advice about a particular property, you will need to speak to a qualified surveyor, the Environment Agency, or a specialist flood consultant. Our role is the mortgage, and we work with the environmental information you and your adviser provide.

The Process

Your first conversation is a relaxed discussion about the property, its flood risk status, and any known flood history. There is no cost or obligation.

We may ask you to gather supporting information such as Environment Agency flood maps for the property, an insurance quote or offer, and details of any mitigation measures. We research the market and come back with a written recommendation.

Every flood risk case is different. A Flood Zone 2 property that qualifies for Flood Re is a different case from a recently-flooded Flood Zone 3 property without mitigation, and our recommendations reflect those differences.
